. pu r � 1, ,ti � o:11y .,,t I ? y .:,..- '1 i Q1) ' Mounds View City Council Page 5 Regular Meeting December 12 , 1994 1 Linke mentioned that, by taking the building back, all past due 2 bills became the responsibility of Mr. Hunt and since that time, 3 only one payment had been received for the delinquent bills. 4 5 Mr. Hunt said that he intended to pay the bills and that he had 6 made several attempts to negotiate with the City. 7 8 Brager explained the billing process and the finance charges which 9 apply for the City of Mounds View. 10 11 Samantha Orduno, City Administrator, commented that because of the 12 volume of late payments, a ten percent penalty was assessed which 13 is not unusual for a City. Since the penalty was implemented, the 14 amount of money remitted to the City has increased. There are also 15 legal fees that the City must pay when collection is necessary. 16 17 Councilmember Trude asked if a payment plan would be a possibility. 18 19 Mr. Hunt said that, even with a payment plan, the amount owed to 20 the City would prevent him from making any profit from the rental 21 unit. He requested the Council to forgive all penalty charges and 22 stated that he would pay in full the amount for the actual water 23 service. 24 25 Mr. Obert commented that, although he was sympathetic to Mr. Hunt's 26 circumstances, there also exists a long list of other properties 27 that owe penalties for delinquent charges. He felt the issue 28 should be addressed that what is done for one person, should be 29 done for all. 30 31 Mayor Linke closed the public hearing at 7 : 31 p.m. 32 33 MOTION/SECOND: Quick/Trude to Adopt Resolution No. 4683 as 34 Amended, a Resolution Levying a Tax for Delinquent Utility Bills, 35 Tree Removal and Miscellaneous Charges Over a One Year Period 36 37 Councilmember Trude noted that Mr. Hunt has made no payments on the 38 delinquent charges for the past year and she was not in favor of 39 eliminating the penalty charges. She also stressed that it was 40 necessary to be consistent. 41 42 Councilmember Blanchard commented that it was not fair that all the 43 other residents would have to pay the penalty charges for Mr. Hunt 44 if he did not pay in a timely manner. 45 46 VOTE: 5 ayes 0 nays Motion Carried 47 48 Samantha Orduno expressed her appreciation to Mr. Hunt because he 49 had always remained courteous and respectful in his dealings with 50 City Officials.
