. <br /> pu r � 1, ,ti � <br /> o:11y .,,t I ? y .:,..- '1 i Q1) ' <br /> Mounds View City Council Page 5 <br /> Regular Meeting December 12 , 1994 <br /> 1 Linke mentioned that, by taking the building back, all past due <br /> 2 bills became the responsibility of Mr. Hunt and since that time, <br /> 3 only one payment had been received for the delinquent bills. <br /> 4 <br /> 5 Mr. Hunt said that he intended to pay the bills and that he had <br /> 6 made several attempts to negotiate with the City. <br /> 7 <br /> 8 Brager explained the billing process and the finance charges which <br /> 9 apply for the City of Mounds View. <br /> 10 <br /> 11 Samantha Orduno, City Administrator, commented that because of the <br /> 12 volume of late payments, a ten percent penalty was assessed which <br /> 13 is not unusual for a City. Since the penalty was implemented, the <br /> 14 amount of money remitted to the City has increased. There are also <br /> 15 legal fees that the City must pay when collection is necessary. <br /> 16 <br /> 17 Councilmember Trude asked if a payment plan would be a possibility. <br /> 18 <br /> 19 Mr. Hunt said that, even with a payment plan, the amount owed to <br /> 20 the City would prevent him from making any profit from the rental <br /> 21 unit. He requested the Council to forgive all penalty charges and <br /> 22 stated that he would pay in full the amount for the actual water <br /> 23 service. <br /> 24 <br /> 25 Mr. Obert commented that, although he was sympathetic to Mr. Hunt's <br /> 26 circumstances, there also exists a long list of other properties <br /> 27 that owe penalties for delinquent charges. He felt the issue <br /> 28 should be addressed that what is done for one person, should be <br /> 29 done for all. <br /> 30 <br /> 31 Mayor Linke closed the public hearing at 7 : 31 p.m. <br /> 32 <br /> 33 MOTION/SECOND: Quick/Trude to Adopt Resolution No. 4683 as <br /> 34 Amended, a Resolution Levying a Tax for Delinquent Utility Bills, <br /> 35 Tree Removal and Miscellaneous Charges Over a One Year Period <br /> 36 <br /> 37 Councilmember Trude noted that Mr. Hunt has made no payments on the <br /> 38 delinquent charges for the past year and she was not in favor of <br /> 39 eliminating the penalty charges. She also stressed that it was <br /> 40 necessary to be consistent. <br /> 41 <br /> 42 Councilmember Blanchard commented that it was not fair that all the <br /> 43 other residents would have to pay the penalty charges for Mr. Hunt <br /> 44 if he did not pay in a timely manner. <br /> 45 <br /> 46 VOTE: 5 ayes 0 nays Motion Carried <br /> 47 <br /> 48 Samantha Orduno expressed her appreciation to Mr. Hunt because he <br /> 49 had always remained courteous and respectful in his dealings with <br /> 50 City Officials. <br />
