A diagram was presented showing the proposed house on <br /> 5 the property. The house is situated in the major drainage system <br /> 6 that goes through the site, therefore, if any grading is done, this <br /> 7 will have to be taken into consideration. The contours of the area <br /> 8 are such that the proposed house would block the drainage from the <br /> 9 adjacent property. That could be compensated by draining the water <br /> 10 around the side of the—house, through the back of the—property and <br /> 11 back into its natural drainage system. A portion of the property <br /> 12 would be blocked without some regrading. <br /> 13 <br /> 14 Keene indicated the adjacent property that he felt would be <br /> 15 impacted by the development. This would be a local impact and <br /> 16 would require measures to ensure the water coming off the adjacent <br /> 17 property goes either around the proposed house and out the back <br /> 18 yard or through a culvert. <br /> 19 <br /> 20 Keene explained the purpose of the Buffer Zone was to protect the <br /> 21 Wetlands. There are measures that can be done to alleviate some of <br /> 22 the impacts of development in the Buffer Zone such as maintaining <br /> 23 as much natural vegetation as possible and restoring areas that are <br /> 24 disturbed back to long grasses and wooded areas. On this property, <br /> 25 the area that currently drains through the Buffer Zone is a <br /> 26 relatively small area and, with some of the proposed rerouting, the <br /> 27 drainage would actually go through a longer buffer area than it <br /> 28 currently does now, or could be modified to go back through more of <br /> 29 a natural buffer area. <br /> 30 <br /> 31 Councilmember Trude asked Mr. Keene to explain the diagram showing <br /> 32 the 100 year event and was concerned that water would come right up <br /> 33 to the side of the house. <br /> 34 <br /> 35 Keene noted that the 100 foot Buffer Zone was based on the City <br /> 36 Wetland maps. The topography maps were not completed at that time, <br /> 37 so the elevations were an estimation. Since the proposed house <br /> 38 would block the natural drainage from the adjacent property, the <br /> 39 drainage would have to be redirected. Keene recommended a culvert <br /> 40 to satisfy the drainage, and noted that the area in question was <br /> 41 only 10 feet. <br /> 42 <br /> 43 Mayor Linke asked if the drainage would be directed enough so that <br /> 44 no ponding would occur next to the proposed house. Keene affirmed <br /> 45 that a culvert would be adequate and easily maintained. <br /> 46 <br /> 47 Councilmember Blanchard asked if soil borings had been done on this <br /> 48 property. <br /> 49 <br />
