If unsuitable soil was to be removed from <br /> 2 the property, how much would be removed. <br /> 3 <br /> 4 Harrington explained that the soil borings were done where the <br /> 5 proposed house would be located. <br /> 6 <br /> 7 Linke responded that the purpose of the public hearing was to <br /> 8 consider the impacts of the Wetlands and Buffer Zone. <br /> 9 <br /> 10 Ray Schc-Tonka, 5139 Red Oak Drive, expressed his appreciation to <br /> 11 Councilmember Blanchard for offering his input at the last meeting <br /> 12 since he was unable to attend. He has lived there since 1969 and <br /> 13 said there is standing water in the proposed building site, which <br /> 14 would require the area to be built up. He is concerned that <br /> 15 backfilling the property would cause water problems in his house. <br /> 16 <br /> 17 Linke explained that if the Wetland Alteration Permit is approved, <br /> 18 the owner of the property will have to find a way to alleviate the <br /> 19 drainage because, by law, the owner cannot do anything that will <br /> 20 adversely affect the adjacent properties. <br /> 21 <br /> 22 Keene clarified that when he referred to the area as being sandy, <br /> 23 he was referring to the entire drainage area--not to the building <br /> 24 site specifically. <br /> 25 <br /> 26 Councilmember Quick asked Mr. Keene for his opinion as to whether <br /> 27 this could work if the property owner was required to meet <br /> 28 contingencies on the lot. <br /> 29 <br /> 30 Mr. Keene felt that the drainage issues could be resolved and the <br /> 31 development could work. His biggest concern was the ability to get <br /> 32 the water out of this property and into the Wetland, which a <br /> 33 culvert system would alleviate. He recommended a field survey to <br /> 34 determine why the water is not draining off when all maps indicate <br /> 35 that it should. Perhaps the amount of water draining from the <br /> 36 adjacent park could be the cause of standing water on the property. <br /> 37 <br /> 38 Mr. Tillmann said that half of the park had standing water after a <br /> 39 heavy rain and if the proposed development prevented drainage, <br /> 40 three quarters of the park would be destroyed. <br /> 41 <br /> 42 Linke clarified that any drainage from the property would be <br /> 43 redirected to remain on the property. It would not be allowed to <br /> 44 drain off the property. <br /> 45 <br /> 46 Cameron Obert, 8315 Greenwood Drive, felt that enough information <br /> 47 was not yet received to issue the Wetland Alteration Permit for a <br /> 48 house to be built. <br /> 49 <br />
