905. 03 PERMITS <br /> (a) Permits shall be required for the exclusive use of all <br /> or portions of specific areas, buildings, and other system <br /> facilities; and for conducting special events such as those <br /> of a cultural, educational, political, religious or <br /> recreational nature; and for specific exemption from any <br /> provision of this article. Any person, group or association <br /> of persons required to obtain a permit shall file an <br /> application for such permit with the director. <br /> (b) The grantee of a permit shall be bound by this article <br /> and any department regulations in force as though the same <br /> were inserted in said permit. <br /> (c) The grantee of a permit shall be liable for any loss, <br /> damage or injury sustained by the system or by any person <br /> whatever, by reason of the negligence of the person or <br /> persons to whom such permits are issued. <br /> (d) The grantee of a permit shall not transfer or <br /> relinquish said permit to another person or group of persons <br /> without the written permission of the director. <br /> (e) The director shall have the authority to revoke a <br /> permit upon evidence of good cause. <br /> (f) No person shall in any manner disturb, harass, or <br /> interfere with the grantee of a valid permit, nor with any <br /> of the grantee's property or equipment. <br /> (g) Permits shall be issued to adults only and said adult <br /> shall be on the premises at all times during the duration of <br /> the permit. <br /> (h) No person or group shall place or keep any goods, <br /> wares, merchandise or other articles on park property or <br /> facilities without the written permission of the director. <br /> (i) No person shall use park facilities such as picnic <br /> areas, ballfields, tennis courts or volleyball courts which <br /> have been reserved by another party, or to conduct picnic <br /> activity at reservation picnic sites in violation of a <br /> permit. <br /> 905. 04 SPECIAL ACTIVITIES. <br /> (a) SWIMMING. <br /> (1) No person shall bathe, wade or swim in any open space <br /> waters or at any Mounds View beach except in such areas <br /> specifically designated for such use, and only at such times <br /> when the "beach open sign is posted and an authorized <br />
