MEMORANDUM <br /> TO: SAMANTHA ORDUNO, CITY ADMINISTRATOR <br /> FROM: PAUL HARRINGTON, COMMUNITY DEVELOPMENT COORDINATOR x, " <br /> DATE: February 2 , 1995 <br /> SUBJECT: UPDATES TO FEE SCHEDULE <br /> Building Inspector Rick Jarson and Community Development Secretary <br /> Barb Benesch have put together the attached list of updates to the <br /> Mounds View Fee Schedule . The list includes additions as well as <br /> clarification of fees . Please note that those items which are <br /> underlined are proposed to be added to the schedule. <br /> Two additional issues which may warrant discussion at the Council <br /> level are : <br /> 1) Charging a fee for chronic reinspection of rental property <br /> during the yearly Certificate of Occupancy inspections . For <br /> example, the Building Inspector conducts a yearly inspection <br /> of common areas within each rental property in the City. The <br /> owner of the property is given a list of necessary repairs and <br /> a reinspection is scheduled (usually 30 days later) . Often, <br /> the repairs are not made and another inspection is required. <br /> If the repairs are still not made, the Building Inspector <br /> continues to schedule reinspections until the work is <br /> complete. This can take up a tremendous amount of the <br /> Building Inspector' s time . The Council may want to consider <br /> charging a fee for inspections required in excess of the <br /> initial inspection and reinspection. <br /> 2) Currently, tree-trimming businesses which service <br /> residents of Mounds View are not required to have any license <br /> (City or State) to operate in the City. Again, the Council <br /> may want to consider requiring these types of businesses to be <br /> licensed with the City in order to do business within the <br /> Community. Staff has received a number of calls relating to <br /> the noise generated by these operations . Licensing the <br /> businesses would allow City to place some regulation on the <br /> activity including hours of operation and noise levels . <br />
