[237A.01] [SHORT TITLE.] <br /> 9 Sections 1 - 8 may be cited as the "Minnesota Emerging Communications Services <br /> 10 Act of 1995." <br /> 11 Section 2. [237A.02] [OVERVIEW.] <br /> 12 Minnesota communications law and policy have developed in response to advances in <br /> 13 the communications industry. Major policy goals include fostering development of the <br /> 14 industry. universality of service, and regulation of actual or near monopolies. In pursuit of <br /> 15 these goals. use of public property and public rights-of-way has been granted to private <br /> 16 interests for the purpose of furthering the development of such business. <br /> 17 Section 3. [237A.03] [LEGISLATIVE FINDINGS; POLICY.] <br /> 18 Subdivision 1. Findings.
