H had better pavement ratings than forecasted, therefore did not <br /> merit reconstruction at this time. Paul stated that he would research the <br /> change and call me with an explanation. I received a call from Tim Mayisch <br /> today explaining that a number of factors have resulted in the scheduling <br /> change. Final permitting, design alternatives and a proposed trail are being <br /> researched. Funding of the project is also a major factor. Ramsey County's <br /> state aid balance is on the negative side and they must final out some <br /> outstanding projects before undertaking any new ones designated in their <br /> CIP. Tim expressed that they would continue to pursue design alternatives, <br /> and_presen__tthQee_to_the_Cify_this_ummer. Its hoped that they can resolve <br /> the trail issue, and proceed with the permitting program this year. Tim <br /> commented that should the City wish to present a request to the County <br /> Technical Advisory Committee to expedite the Old 8 project, they may do <br /> so. However there still are the previously mentioned issues that may not <br /> allow the project to be let in 1996, as originally forecasted. Staff will keep <br /> Council posted on this development. <br /> Mike <br /> (4.4 .1)COMMUNITY <br /> DEVELOPMENT <br /> DYNEX EXPANSION UPDATE <br /> Staff has been meeting this week with engineers for Dynex in regards to their <br /> proposed facility expansion at 4751 Mustang Circle. Staff has completed a pre- <br /> submittal review of the project and referred the engineers to Kate Drewry at Rice <br /> Creek Watershed District for her input. It is anticipated that a formal submittal will <br /> be made early next week and review of the project at the planning Commission and <br /> City Council levels will take place in March\April. <br /> HOME REMODELING FAIR <br /> Following discussion at the Council/Staff Strategic Planning Session, Staff has <br /> begun contacting other cities' regarding their efforts in hosting a Home Remodeling <br /> Fair. Of the cities contacted so far, all agreed that hosting a Fair is a very <br /> worthwhile event and can lead to an increase in home improvements. Richfield, for <br /> example, experienced an increase of over 50% in permits issued for remodeling. <br /> They suggested that the City note permits which are taken out for remodeling so <br /> that the benefits of having the Fair can be tracked.
