The 1995 Long Term Financial Plan, prepared in compliance with Section <br />7.05 of the Home Rule Charter for the City of Mounds View is designed <br />to provide a 5 year plan to meet the service level and capital improvement <br />needs of the City. <br />The plan is comprised of three components: <br />A. Public Service Program <br />B. Capital Improvement Plan and Capital Budget <br />C. Capital Budget <br />D. Long Term Revenue Program <br />In 1995, the City converted from a line item budget format to a <br />program/performance based budget format. Under the old format, services <br />were described under departments. The new format describes services <br />based on the specific service program. <br />Within this document, each program has summarized each of the four <br />components of the Long Term Financial Plan. <br />LEGISLATIVE SERVICES <br />Consists of two service programs: City Council and Advisory <br />Commissions. <br />
