5 - YEAR GOALS - 1996 - 2000 <br />TRAIL DEVELOPMENT - The addition of a Pedestrian Bridge linking <br />north and south trails across Highway 10 in 1996 will be a great <br />addition to the trail system. Other improvements include on - <br />street striping and marking as well as other opportunities for <br />off-street trails especially to be considered at times when roads <br />are turned back as is the case with County Road H2 which is <br />scheduled for turn -back in 1996. Another opportunity is the <br />grant for finishing the Silver Lake Road off-street trail from <br />County Road H to Highway 10. This project, if awarded would be <br />slated for 1996. Trail development is an on -going project where <br />grants are available and partial funding hopeful. Therefore it <br />is recommended that the City continue to pursue grants for <br />expansion to the trail system. <br />WOODCREST'PARK DEVELOPMENT - Woodcrest Park has been a very <br />difficult park to develop because of its high water table and <br />peat subsoils. However, rather than spend money on new parkland, <br />it has been indicated that community members would rather see <br />Woodcrest Park developed. Although Woodcrest Park has <br />limitations on development potential due to its characteristics, <br />some improvements can be made to expand the recreational use of <br />the park. <br />PLAY EQUIPMENT REPLACEMENT - Play equipment has a longevity of <br />approximately 15 years. There are play equipment in various <br />parks which are nearing replacement stages. Random Park and <br />Groveland Park play equipment structures are the first to require <br />replacement. <br />PARK BUILDING IMPROVEMENTS - Hillview and Groveland Park <br />buildings have been improved for greater use and accessability. <br />Lambert Park building improvements would include the installation <br />of a unisex restroom. It has been experienced that the park <br />building have greater community use and offers a more diverse use <br />when indoor utility facilities are available. <br />UPGRADING ATHLETIC FIELD FENCING FOR SAFETY - The City athletic <br />field fencing needs to be heightened to comply with current <br />standards in height for player safety. The new standards are <br />10'. At least four fields require heightened fences including <br />City Hall, Greenfield and both Silver View fields. <br />CITY TREE TRIMMING PROGRAM - The City's tree trimming program for <br />streets and boulevards took a back seat many years ago during <br />budgeting sessions. Streets are in a condition where branches <br />are hanging over and trucks and maintenance vehicles are rubbing <br />over the branches. An additional allotment of one summer <br />seasonal employee for Forestry services would suffice for the <br />trimming of streets and boulevards. <br />INTERACTIVE SYSTEM - This is a communication system where the <br />
