MEMORANDUM <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br />MAYOR AND CITY COUNCIL <br />PAUL HARRINGTON, COMMUNITY DEVELOPMENT COORDINATOR '�I <br />May 1, 1995 <br />REZONING REQUEST - 7305 KNOLLWOOD DRIVE <br />LARRY BEACH, PLANNING CASE NO. 408-95 <br />Larry Beach has made application for a Rezoning of the property <br />located at 7305 Knollwood Drive. The property is currently zoned <br />B-1, Neighborhood Commercial - the applicant is requesting an R-2, <br />Single and Two Family Residential classification in order to <br />support his plans for a twinhome on the property. The existing <br />structure located on the property (a closed Tom Thumb convenience <br />store) would be removed in the event the rezoning is approved. <br />Chapter 1125.01 Subdivision 1 (e) of the Mounds View Municipal Code <br />identifies those factors upon which the City Council should base <br />its decision relative to any rezoning request. Those factors, and <br />an analysis of their relevance, are as follows: <br />1) Relationship to Municipal Comprehensive Plan <br />The Comprehensive Plan in its current form identifies this parcel <br />as neighborhood commercial. However, discussions held at both the <br />Planning Commission and City Council levels within the past three <br />(3) years have focused on reclassifying this property to <br />residential. <br />2) Geographical area involved <br />The parcel is bounded on the South and West sides by County Road H2 <br />and Knollwood Drive respectively. The North and East boundaries <br />abut property zoned R-2. <br />3) Whether such use will tend to or actually depreciate the <br />area in which it is proposed <br />Because of the surrounding R-2 property, the proposed rezoning is <br />consistent with the uses currently in place. <br />4) The character of the surrounding area <br />Beyond the immediately adjacent properties, the overall land use in <br />the vicinity of the subject property is overwhelmingly residential <br />in nature. <br />
