MEMORANDUM
TO:
FROM:
DATE:
SUBJECT:
MAYOR AND CITY COUNCIL
PAUL HARRINGTON, COMMUNITY DEVELOPMENT COORDINATOR 'I
May 1, 1995
REZONING REQUEST - 7305 KNOLLWOOD DRIVE
LARRY BEACH, PLANNING CASE NO. 408-95
Larry Beach has made application for a Rezoning of the property
located at 7305 Knollwood Drive. The property is currently zoned
B-1, Neighborhood Commercial - the applicant is requesting an R-2,
Single and Two Family Residential classification in order to
support his plans for a twinhome on the property. The existing
structure located on the property (a closed Tom Thumb convenience
store) would be removed in the event the rezoning is approved.
Chapter 1125.01 Subdivision 1 (e) of the Mounds View Municipal Code
identifies those factors upon which the City Council should base
its decision relative to any rezoning request. Those factors, and
an analysis of their relevance, are as follows:
1) Relationship to Municipal Comprehensive Plan
The Comprehensive Plan in its current form identifies this parcel
as neighborhood commercial. However, discussions held at both the
Planning Commission and City Council levels within the past three
(3) years have focused on reclassifying this property to
residential.
2) Geographical area involved
The parcel is bounded on the South and West sides by County Road H2
and Knollwood Drive respectively. The North and East boundaries
abut property zoned R-2.
3) Whether such use will tend to or actually depreciate the
area in which it is proposed
Because of the surrounding R-2 property, the proposed rezoning is
consistent with the uses currently in place.
4) The character of the surrounding area
Beyond the immediately adjacent properties, the overall land use in
the vicinity of the subject property is overwhelmingly residential
in nature.
