111706
OEW
REQUEST FOR COUNCIL CONSIDERATION
STAFF REPORT
CITY COUNCIL MEETING DATE
June 12, 1995
Agenda Section: 10 , 7 : 10 p . m.
Report Number: 95-1382C
Report Date:
Council Action:
O Special Order of Business
O Public Hearings
O Consent Agenda
It Council Business
Item Description:
Continuation of Public Hearing for Public Improvement Assessment
Policy
Administrator's Review/Recommendation:
- No comments to supplement this report
- Comments attached.
Explanation/Summary (attach supplement shee as necessary.)_____
SUMMARY;
At the May 29, 1995 Council meeting, council extended the Assessment Public
Hearing to the June 12, 1995 Council meeting. Since that date staff has
recommended to remove the street design standard from the policy, and
address this issue separately. Representatives from the Fire Department,
Health One, and the City's Engineer will be present to briefly discuss
street widths. On Thursday, staff took pictures of various situations of
fire trucks and dump trucks on different street widths. These photos will
be available for viewing at the meeting.
Staff was also directed to formulate a typical assessment according to the
proposed assessment policy for a 100 foot lot and a 75 foot lot. Staff
received the engineer's estimate for Sherwood Estates. Bare in mind that
this estimate is for new construction, and not reconstruction. The cost of
reconstruction may be somewhat higher, and it is possible that not all
utilities would be replaced during reconstruction. The cost are as follows:
Sanitary Sewer
Watermain
Services
Drainage
Street Constr.
TOTALS
Est.Cost
$21,366
Tot.Cost Ass.un Ass Adj.Rate Est.Ass
$27,776 11081f 100 $25.07 $2,507
18,260
13,568
15,155
40,717
11081f 100 16.48
1233/un 100 1233/unit
1108 66 9.12/1f
11081f 66 24.50/1f
1,648
1,233
912
2,450
$75.17/LF $8,750
+ 1,233/unit + 1233/unit
Street reconstruction, may be somewhat more costly than new construction,
but if the Council should determine that the assessment rate would be 2/3
assessed to the property owner for the construction of the street, and
drainage in the project, the City, (general taxes or other means of
funding), would be responsible for 1/3 of the project.
RECOMMENDATION;
14,046
10,437
11,657
31,320
$88,827
$115,476 $91.98/LF
