Consequently, all public improvement <br />projects involving special assessments must be done in accordance with the city <br />charter. <br />Section 429.021, subd. 3 states, in part, that when a council proceeds under its <br />charter, "such provisions shall be deemed to include the requirement that notices <br />of proposed assessments inform property owners of the procedures they must follow <br />under the Charter in order to appeal the assessments to district court." The notices <br />must &so inform property owners of the provisions of sections 435.193 to 435.195, <br />_which deal with —deferments, and -the- existence of any deferment procedure <br />established by the city. Subd. 3 also contains a provision stating that charter <br />provisions shall be deemed to include certain provisions regarding day labor. <br />The paragraphs quoted above from subd. 3 were adopted after Section 429.111 was <br />adopted.
