REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 6 <br /> 111706STAFF REPORT Report Number: 95-1318WS <br /> W AGENDA SESSION DATE May 1, 1995 Report Date: 4-27-95 <br /> DISPOSITION <br /> Item Description: Discussion of Request for Off—Site Directional Signage <br /> Administrator's Review/Recommendation: <br /> No comments to supplement this report111101 <br /> , <br /> - Comments attached. <br /> Explanation/Summary (attach supplement : _ = as necessary.) <br /> SUMMARY; <br /> Within the past month, Staff has had discussions with David Freemore, <br /> Mission Coordinator of Sunrise United Methodist Church regarding the <br /> placement of four (4) off-site directional signs for the church. <br /> The Mounds View Municipal Code does not specifically allow the type of off- <br /> site "chaining" signs which Mr. Freemore has requested. However, Chapter <br /> 1008. 05 Subdivision 2 of the Code states: <br /> Special approval from Council: In the case of an application for a <br /> sign requiring a special permit or which will be illuminated or moving <br /> or of unusual height, size, design or location, the Clerk- <br /> Administrator shall refer such sign to the Council for approval. No <br /> permits for any such sign, so referred, shall be issued without first <br /> obtaining the approval of the Council. <br /> This provision of the Code allows the Council to issue permits for signage <br /> not addressed by other sections of Chapter 1008. <br /> Upon learning of this provision, Mr. Freemore penned the attached letter <br /> of request for consideration by the Council. Staff discussed with Mr. <br /> Freemore that, because of the proposed location of the signs on County and <br /> State road right-of-way, written approval of those two agencies would be <br /> required if the Council were willing to grant the request. Also, all <br /> installation and maintenance of the signs would remain the responsibility <br /> of the church. <br /> As mentioned previously, I have attached Mr. Freemore's letter for Council <br /> consideration.
