The property is currently zoned B-1, Neighborhood <br /> Commercial - the applicant is requesting an R-2 , Single and Two Family <br /> Residential classification in order to support his plans for a twinhome on <br /> the property. The existing structure located on the property (a closed Tom <br /> Thumb convenience store) would be removed in the event the rezoning is <br /> approved. <br /> Chapter 1125. 01 Subdivision 1 (e) of the Mounds View Municipal Code <br /> identifies those factors upon which the City Council should base its <br /> decision relative to any rezoning request. Those factors, and an analysis <br /> of their relevance, are as follows: <br /> 1) Relationship to Municipal Comprehensive Plan <br /> The Comprehensive Plan in its current form identifies this parcel as <br /> neighborhood commercial. However, discussions held at both the <br /> Planning Commission and City Council levels within the past three (3) <br /> years have focused on reclassifying this property to residential. <br /> 2) Geographical area involved <br /> The parcel is bounded on the South and West sides by County Road H2 <br /> and Knollwood Drive respectively. The North and East boundaries abut <br /> property zoned R-2 . <br /> 3) Whether such use will tend to or actually depreciate the area in which <br /> it is proposed <br /> Because of the surrounding R-2 property, the proposed rezoning is <br /> consistent with the uses currently in place. <br /> 4) The character of the surrounding area <br /> Beyond the immediately adjacent properties, the overall land use in <br /> the vicinity of the subject property is overwhelmingly residential in <br /> nature. <br /> • e — <br /> RECOMMENDATION; (Paul Harrington, ommunity Development Coordinator <br />
