MEMORANDUM <br /> TO: Paul Harrington <br /> FROM: Laurie Mezera-Kerr <br /> SUBJECT: Multi-Family Recycling <br /> DATE: April 26, 1995 <br /> The following is a brief summary of the various multi-family (MF) <br /> recycling programs . It should be noted that Hennepin County <br /> requires recycling be made available to all resident regardless <br /> of whether they live in single or multi-family homes . The <br /> impetus for the Hennepin County decision is based upon a <br /> reduction in SCORE funding. Therefore the County mandates <br /> compliance resulting in less municipal dependence on this funding <br /> source . <br /> BLAINE: MF recycling is completely voluntary. No big push for <br /> this service since there is not a lot of MF housing in the <br /> community. <br /> BLOOMINGTON: Has a open hauling system similar to Mounds View <br /> with the exception that all residents must be provided with the <br /> service of recycling. This is accomplished by requiring all <br /> haulers to provide recycling as a basic service . Landlords may <br /> have recyclables picked up by a licensed hauler, or if approved <br /> they may self-haul these materials . <br /> The City defines MF as any residence over eight units . These <br /> complexes typically use 90-gallon roll off containers, or <br /> dumpsters for their recyclables . <br /> Brooklyn Park: Is known for one of the best MF recycling programs <br /> in the metro area. The City incorporates organized recycling <br /> which was initiated very early on in 1988 by the City Council . <br /> The City does not recognize where a person lives to determine if <br /> they qualify for recycling. As a result the City took steps <br /> prior to the Hennepin County mandate to provide this service for <br /> all residents . <br /> The program is funded by a service charge assessed to residents' <br /> water bill . The fee runs $2 . 25 per month for single family homes <br /> and $1 . 29 per month for a MF residence. The City does subsidize <br /> the single family program with SCORE funds . The MF program is <br /> run without any subsidy to the contracted fee. <br /> The recycling contractor accepts the following elements for MF <br /> households : glass, plastic and metals (these are co-mingled) <br /> newspaper and mixed paper must be separated. These items are <br /> collected using 90-gallon roll off containers and are picked up <br /> weekly. <br /> Columbia Heights : This City employs organized collection with <br /> twelve units or less using the curbside program. Buildings in <br /> excess of twelve units use centralized collection with 90-gallon <br />
