One additional expense required with both systems is the obvious need for <br /> computer support and updates, which equate to maintenance agreements . The <br /> cost to provide this necessity to the City from Schlumberger for 20 years <br /> is $112 , 000 . Maintenance agreements provided by Sensus will total merely <br /> $9, 000 by year 20 . <br /> Based on the complete package necessary to replace all meters in the <br /> system, and provide for continued staff and hardware support Sensus is the <br /> low bidder for this RFP. The complete RFP summary is attached hereafter, <br /> and the final costs are as follows : <br /> Schlumberger $979, 607 <br /> Sensus 825, 414 <br /> $154 , 193 <br /> Sensus also supplied the requested financial analysis report with a <br /> 1-ease / pu-rcha-se -option. The amount of the lease is for -$800, 000 . Finance ---- <br /> Director Don Brager, and I have briefly reviewed this document . The leasing <br /> options outline three different options . Sensus has supplied a seven, ten, <br /> and 14 year lease, all with fixed interest rates . Only the fourteen year <br /> lease enables the City to provide for a positive cash in all but the <br /> initial year. Staff would request additional time to review these options. <br /> Staff is respectfully requesting that Council award the RFP to the low <br /> bidder for the entire meter change out package, and allow staff and <br /> WaterPro to conduct further research, and possibly negotiate a contract for <br /> Council approval . It must be noted that awarding the RFP does not bind the <br /> City to proceed to contract . It will merely concentrate staff' s efforts <br /> with one manufacturer. Staff is confident that should Council prefer to <br /> proceed with the project after discussion of this topic, that staff can <br /> prepare the necessary reports for a Council meeting in the near future. <br /> Should you have any questions or concerns, prior to the meeting, that staff <br /> can answer, or research further, please do not hesitate to call me. <br /> Michael Ulrich, Director of Public Works <br /> Recommendation: <br /> City Council award the RFP for the water meter change out to WaterPro, and <br /> authorize staff to research, recommend and prepare contract documents . <br />
