In <br /> reviewing the document, Mr. LeFevere advised staff to include some changes <br /> to clarify or simplify the policy. These revisions were made andthe <br /> document was returned for final review. It would appear that the legal <br /> corrections and implementation of the policy is in order. <br /> The amount of any assessment is a Council decision. To briefly highlight <br /> these amounts, staff has listed them below: <br /> 1 . General street reconstruction would -be assessed to the property <br /> owners at a 2/3 rate of the entire project . <br /> 2 . Water and Sewer main installation would be assessed to the <br /> property owners at a 100% of the entire project . <br /> 3 . Water and Sewer service installation or reconstruction would be <br /> assessed to the property owners at a 100% of the entire project . <br /> 4 . Drainage improvements would be assessed at a rate of 2/3 to the <br /> specific watershed district, if improvement was district wide. <br /> Site specific improvements would be assessed at 2/3 rate to the <br /> benefitting properties . <br /> 5 . Sidewalks will not be assessed to the project . <br /> 6 . Corner Lots - long side lots would be assessed 25% of the <br /> adjusted footage, and 100% of the short side adjusted front <br /> footage. <br /> 7 . Sealcoating will be assessed at 2/3 rate . <br /> These are the basic policy decisions to be acted upon. Council may wish to <br /> adjust them accordingly. Staff conducted a phone survey to compare <br /> surrounding community' s policy' s with the proposed Mounds View policy. This <br /> information is attached for your review, along with the attorney' s comments <br /> and revisions .
