o""Es04 Minnesota Department of Transportation
o 5 Metropolitan Division
Golden Valley Office
2055 North Lilac Drive
ropTv,
Golden Valley,Minnesota 55422
March 29, 1995
Mr. Tim Cruikshank
Assistant to City Administrator
City of Mounds View
2401 Highway 10
Mounds View, MN 55112-1499
Dear Mr. Cruikshank:
In response to your telephone conversation with Harvey Scheffert on March 22, 1995 and
your request to review the design for a portion of the inplace concrete post and wood
planking noise barrier located at County Road J and Airport Road, we are providing the
following information.
The existing condition has been reviewed by Mn/DOT's Geometric, Pre-Design, Noise
Abatement, and Final Design Units. The intersection and noise barrier as constructed
exceeds minimal horizontal sight distance standards for passenger vehicles which we
normally design for with an intersection of this type. The minimum sight distance for a stop
condition (2 lane roadway on County Road J and 45 m.p.h. speed) is 450 feet. Please refer
to the enclosed plan view that identifies and details the two scenarios:
1. A vehicle stopped at County Road J and continuing across County Road
J and northward on Airport Road.
2. A vehicle stopped at County Road J and making a left turn on County
Road J to go west.
It should be noted that in both cases identified above, a passenger vehicle has the
opportunity to stop in the median of the crossover on County Road J, if required. (Trucks
using this crossover in the two scenarios mentioned would not have the opportunity to stop
in the median area. Trucks would also need additional sight distance to traverse the
intersection, due to the truck length and slower rate of acceleration. However, it would
seem that few semi-trucks would be using 85th Avenue and making this maneuver.) Also,
vehicles may encroach on the 10 feet (D) distance shown on figure 5-2.01B, to increase
driver sight distance.
With this investigation, we have confirmed that the intersection and noise barrier
configuration, as constructed, meets Mn/DOT's standard horizontal sight distance
requirements for this type of intersection.
An Equal Opportunity Employer
