'tel <br /> Explanation/Summary (attach supplements •ets as neces•ary.) _____ <br /> SUMMARY; <br /> At the March, 1995 Council Worksession, staff discussed an exciting opportunity with the <br /> Council to gain access to the information superhighway. This opportunity is a <br /> intergovernmental project called FreeNet which would cost effectively enable the community <br /> of Mounds View, along with Plymouth and Maple Grove and eventually other communities, to <br /> access electronic information from around the Twin Cities metropolitan area. Pursuing this type <br /> of technology in a cost effective manner not only offers a great number of benefits to the <br /> community, it is consistent with the goals outlined in the Focus 2000 report. <br /> Some of the most profound benefits that would be realized include making information available <br /> to the public such as ordinances and resolutions, potential interactive capability such as signing <br /> up for various programs, establishing electronic communications links with the public and <br /> gaining access to the internet and all.of the information available on it. <br /> The commitment from the City to achieve this goal would be to dedicate staff time to manage <br /> the process, prepare and enter data and make available dedicated telephone lines for the <br /> community to access the FreeNet via modem. Based on population and potential usage, it was <br /> determined the City of Mounds View should begin with two dedicated telephone lines that can <br /> only be used by members of the Mounds View community. If these two lines are insufficient, <br /> there are several other lines that are undesignated that may be available depending on usage. <br /> After a one year trial period, the usage will be evaluated to determine if more or less lines should <br /> be made available. <br /> The cost for Mounds View to dedicate these two lines and for technical support staff <br /> assistance, is $2,012 for one year. Half of this amount is to be paid in the next two weeks <br /> and the balance to be paid upon the date the initial electronic information from the City of <br /> Mounds View is loaded onto the system and made available to users. This payment shall entitle <br /> the City of Mounds View access to the FreeNet for one year commencing on the date the initial <br /> information is available to users. <br /> 41/4 -1641 <br /> Tim Cruikshank, Asst.
