Haake) <br /> Another Engineer ' s Report states that it is not felt that full lake <br /> area restoration is good for this project ; thatthe sediment basin <br /> should be constructed in the lake ; that added excavation would rapidly <br /> refill (with alternative 4) and that the DNR strongly implies such a <br /> project would not be permitted (excerpted from John Flora' s testimony <br /> at the public hearing held on June 24, 1993. Flora is Director of <br /> Public Works , City Engineer for the City of Fridley. ) The Engineer' s <br /> Report supported alernative 2 because the Engineer felt that only a <br /> _sedimentation basin with side slopes meets the RCWD goals. <br /> Cost estimates for excavation of Locke Lake listed five alternatives <br /> including the ones referred to above. The costs are not final : <br /> .Alternative 1 -- $313, 700 <br /> . Alternative 2 -- $348, 800 <br /> . Alternative 3 -- $588, 100 <br /> . Alternative 4 -- $740, 600 <br /> . Alternative 5 is No Action. <br /> Costs to the property owners in each of the four counties under <br /> Alternative 3 ($588 , 100) would be as follows : <br /> . Anoka County: $126, 442 <br /> .Hennepin County: 4, 704 <br /> . Ramsey County: 388, 734 <br /> .Washington County: 68 , 220 • <br /> Flora ' s testimony stated that the RCWD issued a "memorandum on the <br /> Locke Lake Capital Improvement Program Amendment dated January 4, <br /> 1993 . In that document, it is proposed to excavate the lake to a <br /> depth of 4 feet , develop an in-lake sediment basin and provide project <br /> management . This memorandum also defines the Boards matching the <br /> City, County and DNR contribution ($150, 000) for the dam replacement <br /> project and proposes a District-wide Ad Valorem levy improvement for <br /> $800 , 000. . , " <br /> Written comments regarding the Locke Lake Improvement Project were to <br /> be submitted to the RCWD by July 6 , 1993 . Public Testimony was heard <br /> on June 24 , 1993 and much of the above information came from that <br /> public hearing. On July 14, 1993, the RCWD Board adopted their <br /> Findings of Fact , Conclusions and Order to accept Alternative 3 in the <br /> amount of $588, 900 which will be paid for by an ad valorem property <br /> tax levied on all taxable property in the Rice Creek Watershed <br /> District .
