RESOLUTION NO. 93-18 <br /> A RESOLUTION URGING THE RICE CREED WATERSHED DISTRICT <br /> A RECONSIDER THE LOCKE LAKE IMPROVEMENT PROJECT <br /> WHEREAS, Locke Lake is not a natural lake but was created by <br /> construction of a dam on Rice Creek as an amenity to residential '" <br /> development in 1955 by a residential contractor; and <br /> WHEREAS, the proposed improvement project will benefit only 52 <br /> landowners; and, <br /> WHEREAS, Locke Lake cannot be enjoyed by the general <br /> population .,for. iishing because game fish are non-existent; and, <br /> - WHEREAS, in it's natural state (no dam, no lake) recreational <br /> use of the creek for canoeing would not be impaired; and, <br /> WHEREAS, the DNR and Metropolitan Council have recommended <br /> letting Locke Lake return to its natural state; and <br /> WHEREAS, the majority of the cost of the project is proposed <br /> to be paid for by an Ad Valorem tax in four counties although only <br /> a limited number of property owners benefit. <br /> NOW, THEREFORE BE IT RESOLVED that the Spring Lake Park City <br /> Council goes on record urging the Rice Creek Watershed District to <br /> reconsider the Locke Lake Improvement Project. <br /> ;14444P4)101p <br /> Harley Wels, Mayor <br /> ATTEST: <br /> Aitir,hoow <br /> Donald B.
