COMMUNITY DEVELOPMENT <br /> 1993 YEAR - END REPORT <br /> In 1993, the Community Development Department was created following <br /> the reorganization of office staff. The City Planner, Building <br /> Official, Engineering Aide, Recycling/Code Enforcement Officer and <br /> Department Secretary were placed in a separate "division" designed <br /> to deal with the current and long-range development of the City. <br /> Specifically, the Department provides review and direction on all <br /> development and land-use related issues, conducts building <br /> inspections and annual rental property review, coordinates all <br /> solid waste and recycling efforts in the City, enforces Municipal <br /> Codes and Ordinances as they relate to land-use and, catalogs all <br /> -- -residential, commercial and industrial land-uses for information <br /> and reference purposes. <br /> In meeting the aforementioned responsibilities, the Department took <br /> part in the following activities during 1993 : <br /> Building Inspections <br /> Over 400 building, heating and plumbing permits were issued during <br /> 1993 . The Department Secretary and Building Official provided all <br /> review and inspection of these permits to ensure compliance with <br /> applicable City and State building codes. Software capable of <br /> cataloging all permits issued in the City was added to the computer <br /> of the Department Secretary. This software allowed the Department <br /> to better track the building activities within the City. The <br /> Building Official assisted the City Planner in the research and <br /> development of a housing inventory program to be implemented in <br /> 1994 following the hiring of the Housing Intern. The Building <br /> Official attended a number of seminars offered by the North Star <br /> Chapter of the ICBO. The topics covered in these seminars <br /> included: Building Codes, Enforcement techniques and practices, HRA <br /> Inspections and, special topics regarding commercial buildings. <br /> Engineering <br /> Following elimination of the City Engineer position in May of 1993, <br /> the City Planner and Engineering Aide assumed most of the <br /> administrative duties associated with that position. During the <br /> year, Engineering provided direction on a number of major projects <br /> including: Assisting in the provision of sanitary sewer service to <br /> the Twin City Army Ammunition Plant (TCAAP) , Providing City <br /> coordination of the Long Lake Road reconstruction and, Assisting in <br /> the water hookup of the MnDOT Drivers Exam Station in Ardan Hills. <br /> In addition to those projects, the Department provided technical <br /> support for the City Hall Expansion and Entryway projects, <br /> completed mandatory hookup of all properties in the City to <br /> Municipal water, continued negotiations with property owners to <br /> ensure hookup to Municipal sanitary sewer and, continued to support <br />
