February 2, 1994 Report Date: 2—3—9 4 <br /> AGENDA SESSION DATE <br /> DISPOSITION <br /> Item Description: Discussion of Environmental Quality Commission Recommendation Regarding Recycling <br /> in Multi-Family Buildings and Quarterly Meeting with the City Council <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report /4° t0 <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> For the past several months, the Environmental Quality Commission has been studying the issue of recycling <br /> in multi-family buildings. A survey of apartment buildings was done and it was found that many apartment <br /> owners are not providing recycling service to their residents. Given the fact that almost 25%of Mounds View <br /> residents live in some form of multi-family housing, an apartment recycling program will need to be <br /> established in order to meet State and County recycling goals for the year 2000. <br /> The Commission suggests two alternatives for consideration: requiring that apartment owners provide for <br /> private recycling service as a condition of housing registration, or having the City provide recycling service <br /> to apartments via organized collection. A hybrid of these two systems might also be considered: give owners <br /> the choice of arranging for service on their own or accepting service from a City-contracted hauler. This is <br /> the system currently in place for larger apartment complexes in the City of Fridley. <br /> The Commission also studied the issue of recycling dumpster enclosures at multi-family and commercial <br /> buildings. It was their consensus that recycling dumpsters should be kept enclosed, but that smaller recycling <br /> containers,be allowed to remain outdoors. <br /> Prior to any action being taken on these recommendations, staff recommends that apartments and businesses <br /> be notified of any proposed changes, as they both involve potential expense to the management and/or <br /> owners. <br /> Members of the EQC will be in attendance to answer any questions you may have regarding this <br /> recommendation and to meet with the Council for their quarterly goal-setting session. <br /> Carla Asleson <br /> Recycling Coordinator/EQC Liaison <br /> 13FCOMMENDATION; <br /> Staff awaits direction from the Council regarding the establishment of a multi-family recycling program and <br /> on the enforcement off the recycling dumpster enclosure requirement. <br />
