SENT BY:Xerox Telecopier 7021 ; 2- 2-84 ; 11 :18 ; 6127843638-; 612 784 3462;# 1
Notes on Draft Fire Contract - Workshop session of 1/10/94
Council concerns and recommendations for changes:
1. Term: 10 Years. Too long a time to commit. Council
would agree to a term of 5 years, renewable in 5 year
increments.
2. Concern over lack of accountability to elected officials.
Recommendation is to state that the Administrative
Committee will review the budget and make recommendations
to their respective City Councils for City Council approval.
3 . Eliminate Paragraph 6,6. The Council has concerns about
tying reductions in the Fire Department budget to similar
reductions in other public safety departments. The City
Councils should be free to make budget reductions in any
department as they deem necessary.
4. Paragraph 16.2: States that the City will indemnify and
hold harmless the Fire Department but the Fire Department
agrees to hold the Cities harmless "only to the extent
of its insurance coverage." The same limitation should
also be true for the cities, i.e. , the cities should
hold the Fire Department harmless, only to the extent
of their insurance coverage.
5. We need a copy of the lease agreement which is Exhibit A
of the contract before approving the contract.
Concerns were also expressed by the City Attorney and City Council
that one city has the authority to make all decisions. We would
like to see the joint powers agreement amended to require agreement
by two cities.
10g.t
ingmim 00 * l
4410
 brdt` t i tr b
S
41101°
c 3
