REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 12. <br /> CMOS Number: 94-1061WS <br /> STAFF REPORT <br /> lir <br /> =�r�J? <br /> AGENDA SESSION DATE February 7 1994 Report Date: 2-3-94 <br /> DISPOSITION <br /> Item Description: Continuation of Discussion Regarding Holiday Time Off <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> This issue was tabled at the January Work Session for discussion at the <br /> February Work Session. <br /> The issues centers on the historical practice of granting employees 4 hours <br /> of holiday time for Christmas and New Year's Eve and whether or not the <br /> time should be granted when the holiday falls on a weekend (2 times out of <br /> a 7 year period) . <br /> It is common practice in several cities to grant holiday time for Christmas <br /> and in some cases, New Year's Eve. It is a local decision as to whether <br /> time off is granted. There is a larger issue that may satisfactorily <br /> address this issue and remove it from a historical gratis gesture and <br /> create an established policy. <br /> A recent survey of area cities indicate that the majority of cities have <br /> increased the number of holidays granted to 12 . There are 10 basic legal <br /> holidays and then cities add other holidays (such as Good Friday or the day <br /> after Thanksgiving) as well as floating holidays which can be used during <br /> the year. <br /> The City of Mounds View authorizes 11 holidays. Of the ten basic holidays, <br /> the City does not grant Columbus Day. Therefore the City has 9 basic <br /> holidays plus Good Friday and the day after Thanksgiving. <br /> It is my recommendation that the Council consider adding a floating holiday <br /> to be used for the afternoon of Christmas and New Year's Eve.
