Before the City of Mounds View can implement a policy that would <br /> require alcohol and drug testing, a resolution must be passed by the <br /> Council, distributed to all employees and posted. In addition, this policy <br /> cannot be implemented with respect to any employees covered by a collective <br /> bargaining agreement until it has been the subject of bargaining. <br /> Some of the key points of the policy are: <br /> • Those effected: <br /> - Any job applicant that has been offered full-time employment. <br /> - Any employee that causes reasonable suspicion of being under the <br /> influence and has violated work rules, sustained personal injury or <br /> caused injury while on the job, or has caused a work related accident. <br /> • Applicants and employees may refuse to take these tests which may be <br /> grounds for suspension or termination. <br /> • A positive test may result in termination subject to an opportunity to <br /> participate in a rehabilitation program. <br /> Attached is a copy of the proposed Drug and Alcohol Testing Policy for your <br /> review and consideration.
