Before the City of Mounds View can implement a policy that would
require alcohol and drug testing, a resolution must be passed by the
Council, distributed to all employees and posted. In addition, this policy
cannot be implemented with respect to any employees covered by a collective
bargaining agreement until it has been the subject of bargaining.
Some of the key points of the policy are:
• Those effected:
- Any job applicant that has been offered full-time employment.
- Any employee that causes reasonable suspicion of being under the
influence and has violated work rules, sustained personal injury or
caused injury while on the job, or has caused a work related accident.
• Applicants and employees may refuse to take these tests which may be
grounds for suspension or termination.
• A positive test may result in termination subject to an opportunity to
participate in a rehabilitation program.
Attached is a copy of the proposed Drug and Alcohol Testing Policy for your
review and consideration. This policy has been reviewed by the city
attorney.
7/i;/, 044'06)4
Tim Cruikshank, Asst. to City Admin.
RECOMMENDATION`
