The Need for This Storm Shelter Project is as Follows: <br /> 1. Safety of Residents <br /> a. Handicapped and elderly persons do not have adequate transpor- <br /> tation to leave the park during severe weather situations. <br /> b. A large percentage of the residents of this park are single <br /> parent households with the parent working outside of the home, <br /> therefore, children under driving age have no means of leaving <br /> the park during severe weather situations. <br /> 2. Site Limitations <br /> a. The park has only one exit with one lane of traffic going out <br /> of the park. This is not adequate to evacuate 239 households <br /> during severe weather situations. <br /> b. A storm shelter is required for code compliance and licensing. <br /> 3. Benefits to Ramsey County Residents <br /> a. This project would provide a safe place to go for residents of <br /> this low/moderate income housing community in Moundsview. <br /> B. Immediacy <br /> 1. Yes, the project is ready to proceed. We have talked to the City <br /> of Moundsview concerning our intent to proceed with application <br /> for funds from Ramsey County. Community Development Block;Grant <br /> Program. They have assured us they will work together with us to <br /> get this project completed. <br /> 2. No other sources of funding have been considered for this project. <br /> C. Management Capacity <br /> 1.
