' <br /> - No comments to supplement this report ii' ""�� <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> • <br /> The Minnesota Drug and Alcohol Testing in the Workplace Act was passed to <br /> enable employers to provide a safe work environment for employees to <br /> perform their jobs. Before the City of Mounds View can implement a policy <br /> that would require alcohol and drug testing, a resolution establishing the <br /> policy must be passed by the City Council. If this policy is adopted, it <br /> then must be distributed to all employees and a copy must be posted for <br /> viewing. This policy cannot be implemented with respect to any employees <br /> covered by a collective bargaining agreement until it has been the subject <br /> of bargaining. <br /> Some of the key points of the policy are: <br /> • Those effected: <br /> - Any job applicant that has been offered full-time employment. <br /> - Any employee of the City. <br /> • Employees may be required to undergo testing if there is reasonable <br /> suspicion of being under the influence and a work rule was violated, an on- <br /> the-job injury was sustained or a work related accident occurred. <br /> • Applicants and employees may refuse to take these tests which may be <br /> grounds for suspension or termination. <br /> • A positive test may result in termination subject to an opportunity to <br /> participate in a rehabilitation program. <br /> Attached is a copy of the proposed Drug and Alcohol Testing Policy for your <br /> review and consideration.
