Councl Action: <br /> 0 Special Order of Business <br /> C OUNCIL MEETING DATE February 28, 1994 ❑ Pubiic Hearings <br /> 0 Consent Agenda <br /> IC Council Business <br /> Item Description: Consideration of Ordinance No. 535 Regarding Amendments to Chapter 1301 <br /> "Flood Plain Zoning" <br /> Administrator's ReviewiRecommendacion: 711 <br /> No comments to supplement this report <br /> - Comments attached. <br /> ExplanationiSummary1attach_supplement_sheets-as-necessary.) _- ---- <br /> aTJMtiLARy; <br /> In December of 1993, Staff met with representatives of the Department of <br /> Natural Resources to determine the effectiveness of the National Flood <br /> Insurance Program (NFIP) in Mounds View, review local floodplain management <br /> procedures and to assist with any local program related problems: The DNR <br /> is under contract with the Federal Emergency Management Agency (FEMA) to <br /> conduct these meetings at the local level. <br /> The results of this meeting were two-fold. First, the DNR was able to <br /> provide Staff with review forms and permit applications which can be <br /> incorporated into City, procedures to ensure that all applicable regulations <br /> are addressed at the time of permit review. <br /> The second part of the review focused on the City Flood Plain Ordinance and <br /> its applicability and.compliance with FEMA standards. Based on the review, <br /> the DNR asked Staff to make the changes you see reflected in the attached <br /> copy of Chapter 1301, "Flood Plain Zoning" (Over-struck items are proposed <br /> to be removed; Underlined items are proposed to be added) . The changes are <br /> mostly clarifications of existing requirements and additions of definitions <br /> required by NFIP. <br /> I have included a copy of the letter Staff received from the DNR following <br /> the December review for your information. Also attached is a copy of <br /> Chapter 1301 with the proposed changes and Ordinance No. 535 approving <br /> those changes. <br /> /7 <br /> PaUl Harrington, Cit Planner <br /> RECOMMENDATION: <br /> Waive reading and formally introduce Ordinance No. 535 amending Chapter <br /> 1301, "Flood Plain Zoning" and, set public hearing for 7: 05 p.m. Monday, <br /> March 14 , 1994 for consideration of the Ordinance. <br />
