• <br /> REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 9. <br /> NOM <br /> STAFF REPORT Report Number: 94-1094WS <br /> AGENDA SESSION DATE March 7, 1994 Report Date: 3 3 94- <br /> DISPOSITION <br /> Item Description: <br /> Standard Plates <br /> Administrator's Review/Recommendation <br /> - No comments to supplement this report VYfiAl <br /> - Comments attached. <br /> Explanation/Summary (attach supplemeot sheet. as necessary.) <br /> SUMMARY; <br /> A set of standard construction plates is a collection specification of materials and plans used primarily <br /> for construction and development. Currently, the City of Mounds View does not have any of these. <br /> Although past developers have submitted plans for review and some materials are made known, <br /> additional time and discussions could be lessened and standard plates could be given out in the <br /> planning stage. Staffs' main concern at this time is the adoption of a standard plate and design of <br /> roadways throughout the City. All MSA roads are standardized through the State and are required <br /> to be of 9 ton design and 32 or 38 feet wide. These roads are classified minor collectors, collectors, <br /> minor arterials and arterials. The City has no standard for residential streets. This dilemma needs to <br /> be addressed to lessen future controversy about road width and design and to standardize all future <br /> reconstruction. Considerations for future reconstruction should also include sidewalks, paths on major <br /> roads (MSA) or in conjunction with the trailways plan. <br /> Many of the City's residential streets are currently 28-30 feet in width. Driving lanes on residential <br /> streets are typically 11 feet, leaving 6-8 feet for random parking on both sides. Staff has consulted <br /> with SEH and are recommending residential streets be reconstructed to 32 feet wide of a 7 ton design <br /> and allow random parking on both sides. The remaining standards (utility) can be addressed and <br /> prepared by Staff Staff seeks Council direction in adoption of street standards. <br /> Staff met with consultants from SEH on March 1 to discuss this issue. A brief plan will be prepared <br /> by SEH and hopefully will be available by Monday, March 7. Steve Campbell will be in attendance <br /> at the March 7th work session to help clarify any questions Council might have. <br /> Michael Ulrich, Public Works Supervisor <br /> RECOMMENDATION; <br /> Seeking Council's direction in adoption of street standards. <br />
