Authorization: The Legislature of the State has, in <br /> Minnesota Statutes chapter 104 Chapter 103F and in the Mounds <br /> View Municipal Code, Title 1100, delegated the responsibility to <br /> local governmental units to adopt regulations designed to <br /> minimize flood losses. Therefore, the City Council does ordain as <br /> follows in this Chapter. <br /> Subd. 2 . Findings: <br /> a. Effect of Floods: The flood hazard areas of Mounds View are <br /> subject to periodic inundation which results in potential loss of <br /> life, loss of property, health and safety hazards, disruption of <br /> commerce and governmental services, extraordinary public <br /> expenditures for flood protection and relief and impairment of <br /> the tax base, all of which adversely affect the public health, <br /> safety and general welfare. <br /> b. Methods Used to Analyze Flood Hazards: This Chapter is based <br /> upon a reasonable method of analyzing flood hazards which is <br /> consistent with the standards established by the Minnesota <br /> Department of Natural Resources .
