Authorization: The Legislature of the State has, in Minnesota Statutes chapter 104 Chapter 103F and in the Mounds View Municipal Code, Title 1100, delegated the responsibility to local governmental units to adopt regulations designed to minimize flood losses. Therefore, the City Council does ordain as follows in this Chapter. Subd. 2 . Findings: a. Effect of Floods: The flood hazard areas of Mounds View are subject to periodic inundation which results in potential loss of life, loss of property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief and impairment of the tax base, all of which adversely affect the public health, safety and general welfare. b. Methods Used to Analyze Flood Hazards: This Chapter is based upon a reasonable method of analyzing flood hazards which is consistent with the standards established by the Minnesota Department of Natural Resources .
