Agenda Section: 9.A <br /> R +'QUEST FOR COUNCIL CONSIDERATION Report Number: 94-1098C <br /> 1 STAFF REPORT Report Date: 3-10-94 <br /> Council Action: <br /> ❑ Special Order of Business <br /> CITY COUNCIL MEETING DATE March 14, 1994 0 Public Hearings <br /> ❑ Consent Agenda <br /> C Council Business <br /> Item Description: Consideration of Resolution Nos. 4517 and 4518 Regarding Easements for <br /> MWCC Blaine Interceptor Project <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> IFUNMTARY; <br /> For the past year, Staff has been working with representatives of the <br /> Metropolitan Waste Control Commission (MWCC) on the acquisition of <br /> easements necessary for the construction of the new Blaine Interceptor <br /> sanitary sewer line. Within the past month, those easement documents have <br /> been completed and are now ready for City Council review. <br /> The attached maps (titled Exhibit 1 and 2) provide a graphic illustration <br /> of the properties across which the easements would run. In meeting with <br /> representatives of the MWCC, Staff was informed that Parcels' 1 and 2 (as <br /> depicted on Exhibit 2) were acquired by the City through tax forfeiture. <br /> Because of this, the State of Minnesota still has a controlling interest <br /> in those parcels. The MWCC is requesting that the City Council adopt the <br /> attached resolution which will authorize the temporary conveyance of City <br /> interest in the two parcels back to the State so that they can grant the <br /> necessary easements for the project. Once the State grants the easements, <br /> they (the State) will reconvey the property back to the City minus the <br /> applicable easements for continued use as park area. <br /> The third property involved in the project site is labeled "12" on Exhibit <br /> 2 . This property is under the exclusive control of the City and therefore <br /> requires no action by the State in order for the City to grant easements <br /> across it. Please note that a portion of this property is within the <br /> boundary of the Mounds View Golf Course site.
