Explanation/Summary (attach supplement sheets as necessary.) IFUNMTARY; For the past year, Staff has been working with representatives of the Metropolitan Waste Control Commission (MWCC) on the acquisition of easements necessary for the construction of the new Blaine Interceptor sanitary sewer line. Within the past month, those easement documents have been completed and are now ready for City Council review. The attached maps (titled Exhibit 1 and 2) provide a graphic illustration of the properties across which the easements would run. In meeting with representatives of the MWCC, Staff was informed that Parcels' 1 and 2 (as depicted on Exhibit 2) were acquired by the City through tax forfeiture. Because of this, the State of Minnesota still has a controlling interest in those parcels. The MWCC is requesting that the City Council adopt the attached resolution which will authorize the temporary conveyance of City interest in the two parcels back to the State so that they can grant the necessary easements for the project. Once the State grants the easements, they (the State) will reconvey the property back to the City minus the applicable easements for continued use as park area. The third property involved in the project site is labeled "12" on Exhibit 2 . This property is under the exclusive control of the City and therefore requires no action by the State in order for the City to grant easements across it. Please note that a portion of this property is within the boundary of the Mounds View Golf Course site. Staff has asked the MWCC to phase their construction of the Interceptor project so that development of the Golf Course is not adversely affected.
