Saturn CUP Amendment Report <br />January 25, 2010 <br />Page 3 <br /> <br />Summary: <br /> <br />The Planning Commission unanimously voted to recommend approval of this CUP amendment <br />on January 6, 2010. The Planning Commission stated that Saturn has been a good business in <br />the community, they provide a good service and keep their property well maintained. The value <br />of this property per Ramsey County is $2,119,000 with $70,152 in taxes paid in 2009. Due to <br />the large size and high value, this property could not be easily sold to just anyone wanting to <br />own and operate a car dealership. The Saturn of St. Paul owners have sold the property they <br />purchased in Blaine and have told staff that they are committed to their Mounds View location. <br /> <br />Recommendation: <br /> <br />It appears that amending the conditional use permit to remove the condition requiring the <br />dealership to maintain a new car license would have no adverse impacts and would be <br />consistent with the Comprehensive Plan. Staff supports this conditional use permit amendment. <br /> After holding the public hearing, taking testimony from staff and the applicant, the Council can <br />take one of the following actions related to the request: <br /> <br />1. Approve the conditional use permit amendment. Resolution 7566 is attached if the <br />Council chooses this action. <br /> <br />2. Deny the conditional use permit amendment. If the Council selects this option, Staff <br />would need Council direction to prepare a resolution of denial with findings of fact <br />appropriate to support the denial. <br /> <br />3. Table the request. If the Council needs additional information before making a decision <br />or if they believe there is a need for more discussion about the proposal, the Council <br />can move to table the request until they are provided with such information.
