Item No: 7E <br />Meeting Date: February 8, 2010 <br />Type of Business: Action <br />Administrator Review: _______ <br /> <br />City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Ken Roberts, Community Development Director <br />Item Title/Subject: Resolution 7571, Adopting the 2008 Mounds View <br />Comprehensive Plan Update <br /> <br />Background: <br /> <br />After many months of review, multiple task force and Planning Commission meetings, the <br />City Council accepted the draft Comprehensive Plan and authorized City staff to release it <br />to the Met Council on July 13, 2009. The Metropolitan Council approved the Plan on <br />December 9, 2009. As part of that approval, the Metropolitan Council directed the City to <br />make minor technical changes to the Plan document and to have the City Council move <br />forward with adopting and implementing the 2008 Mounds View Comprehensive Plan <br />Update. <br /> <br />Discussion: <br /> <br />Even though the City had updated the previous Comprehensive Plan in 1998-2001, the City <br />Council carried forward many of the goals and principles in that document with the updated <br />Plan. The Metropolitan Council had several additional requirements that the City had to <br />include in the 2008 plan update including an entirely new Local Surface Water <br />Management Plan. <br /> <br />The Comprehensive Plan represents the future “vision” of how Mounds View will develop <br />and grow, to whatever extent it can, being a fully developed community. The Plan will <br />continue to serve as the City’s guiding document for development and redevelopment. The <br />goals and principles contained in the plan, as well as the future land use map, represent <br />how we today envision the future of the community. The document, by necessity, should <br />be fluid and flexible as opposed to rigid and uncompromising. It is impossible to predict all <br />of the potential redevelopment scenarios that could happen in Mounds View, especially <br />given the current difficult market conditions. Because the market typically drives <br />development and redevelopment, the City should only consider amendments to the <br />Comprehensive Plan on a case-by-case basis, and only approve amendments that the City <br />Council decides would in the best interest of Mounds View. <br /> <br />The Comprehensive Plan is currently available to view on the City website, and will soon be <br />available at the Mounds View library. Staff will make copies of the final approved draft for <br />City Staff, the City Council and Planning Commission members.
