<br />Item No: 11B5 <br />Meeting Date: Feb 22, 2010 <br />Type of Business: Reports <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Clerk - Administrator <br />Item Title/Subject: Review Action Steps Regarding Police Chief Recruitment <br /> <br /> <br />Introduction: <br /> <br />The Mounds View City Council held a retreat at Random Park on February 12, 2010 with <br />the department heads to discuss goals and priorities for 2010. One of the issues <br />discussed concerned the vacant Police Chief position, presently being held on an interim <br />basis by Deputy Police Chief Tom Kinney. <br /> <br /> <br />Discussion: <br /> <br />Deputy Chief Kinney has been serving as the City’s interim Police Chief since October 31, <br />2009 after the retirement of former Chief Mike Sommer. Deputy Chief Kinney has been <br />serving in a satisfactory fashion and, pleased with his performance, the Council indicated a <br />desire to explore making the interim assignment permanent. To do so, a thorough <br />background investigation, medical examination and a psychological evaluation would be <br />the conducted. Presuming Deputy Chief Kinney passes these examinations and <br />investigations, interviews would be scheduled individually with the City Council. After all <br />this has occurred, if the Council feels Deputy Chief Kinney is the best person for the <br />Chief’s position, an offer would be extended per Council directive. Concurrent to all this <br />activity, the Police Civil Service Commission would be involved and would ultimately need <br />to certify an eligibility list for the position for Council action. <br /> <br />Recommendation: <br /> <br />Direct staff to initiate the background investigation and schedule examinations and to work <br />with the Police Civil Service Commission regarding the potential appointment of Deputy <br />Chief Tom Kinney as the City’s permanent Police Chief. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />Clerk - Administrator <br /> <br /> <br />
