2009 ANNUAL REPORT <br />PUBLIC WORKS DEPARTMENT <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Date: February 22, 2010 <br /> <br />Introduction: <br />The Mounds View Public Works Department is responsible for overseeing the operation, <br />maintenance, repair, and improvement of all City-owned infrastructure, facilities, land, and vehicles. <br />Public Works staff provides residents and businesses with clean drinking water, safe collection of <br />wastewater, clear passageway of streets, reliable flood protection, beautiful parks, groomed athletic <br />fields and recreational facilities, comfortable building spaces, and cost-effective, sustainable <br />solutions for the long-term performance and delivery of these services. <br /> <br />The function of the Public Works (PW) Department is generally broken into two divisions: <br />Administration/Engineering (A/E) and Operation and Maintenance (O&M). The A/E division is <br />generally responsible for department administrative activities, land and asset management, and <br />project development. The O&M division primarily focuses on the operation, maintenance, and repair <br />of City-owned infrastructure, facilities, land, and vehicles. O&M subdivisions include Drinking Water; <br />Wastewater; Stormwater; Streets and Trails; Parks and Park Facilities; Building and Grounds; and <br />Vehicles and Equipment. A/E staff operates out of the City Hall facilities and O&M staff operates out <br />of the Public Works Facility located at 2466 Bronson Drive. An Organization Chart is attached at the <br />end of this report. <br /> <br />In addition to the above, City Forestry activities (jointly operated with New Brighton) are generally <br />coordinated with the Public Works Department. <br />Personnel: <br />PW is comprised of 15 full-time and 10 part-time/seasonal employees for a total of 25. Many of the <br />PW employees have good longevity at the City and all are very knowledgeable with their jobs. <br />Several top leadership positions in the department have had vacancies in recent years, including the <br />PW Supervisor since December 2006 and the PW Director from April 2008 to March 2009. These <br />key positions are responsible for the overall efficiency of department activities, and it is anticipated <br />that PW will continue to do more with less in 2010. <br />Notable Accomplishments: <br /> Hired Public Works Director <br /> Advertised for Public Works Supervisor <br /> Interviewed all department employees/assessed department structure/needs <br />Administration/Engineering: <br />The A/E staff consists of the Public Works Director, Administration Assistant, Engineering/IS <br />Technician, and the Engineering/GIS Intern. As previously mentioned, the A/E staff is generally <br />responsible for department administrative activities, land and asset management, and project <br />development. All project development activities (planning, design, plans/specs, bidding/award, <br />construction, notices, etc.) are performed by A/E staff or are coordinated with hired consultants. The <br />Engineering/IS Technician is the primary contact for the Roseville I-Net services assisting with all <br />computer or technology duties. Other duties include overall PW file and record management; <br />processing right-of-way permits and private improvements program; and coordinating with the Street <br />and Utilities Committee and Parks and Recreation and Forestry Commission. <br />Notable Accomplishments: <br /> Devised/implemented new electronic filing system and naming standards <br /> Information Systems coordination: annual computer replacements & upgrades <br /> 73 Right-of-Way permits reviewed/approved/issued <br /> Numerous general department and project-related phone calls <br />P U B L I C W O R K S
