Item No: 07B <br />Meeting Date: March 8, 2010 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Clerk-Administrator <br />Item Title/Subject: Resolution 7586, Approving the Hire of Don Peterson as <br />Public Works Supervisor in the Public Works <br />Department <br /> <br />Background: <br /> On December 15, 2006, Tim Pittman, the former Public Works Supervisor, resigned. Staff <br />advertised for this vacant position in 2007. During the interview process in 2007, the former <br />Public Works Director resigned. It was the consensus of Staff and City Council to hold off on <br />the hiring process for the Public Work Supervisor until a new Public Works Director was <br />hired. <br /> <br />Nick DeBar was hired as the Public Works Director in March of 2009. Mr. DeBar was able to <br />assess the needs of the Public Works Department, and recommended the need for a Public <br />Works Supervisor Position, which would allow Mr. DeBar to perform in-house engineering, <br />leading to reduced engineering consultant fees. . On December 14, 2009, the City Council <br />authorized Staff to advertise to hire the Public Works Supervisor position. <br /> <br />Discussion: <br /> Staff advertised the opening on the City’s website, the League of MN Cities website, and with <br />the StarTribune. The anticipated starting salary for the position was advertised at <br />$25.56/hour. Staff interviewed fifteen (15) candidates, and of those fifteen (15) candidates <br />the City interviewed three internal City employee candidates. The interview panel consisted <br />of Nick DeBar, and me. After the interviews were concluded, the panel narrowed it down to <br />three candidates: These three candidates were interviewed for a second time by Jim <br />Ericson, Jim Hess and Tracy Juell, and all candidates were also given a computer/writing <br />skills test. It was the consensus of Staff to recommend Don Peterson to the position of <br />Public Works Supervisor. <br /> <br />Mr. Peterson is currently employed as a Safety Director with the Osseo-Brooklyn Bus <br />Company, and was a former Public Works Supervisor for the City of Osseo for twelve (12) <br />years. Reference checks and background checks are complete and satisfactory. <br /> <br />The Public Works Supervisor position is an exempt, non-union position. Staff is <br />recommending Step 1 of the City’s pay plan at $25.56/hour ($53,164.80/year) for Mr. <br />Peterson, with an increase to Step 2 of the salary range (currently $27.16/hour) after six <br />months of employment, and to Step 3 of he salary range (currently $28.76/hour) after 1 year <br />of employment. Mr. Peterson has been notified that all increases are subject to a <br />satisfactory performance evaluation and City Council consideration. <br /> <br />Mr. Peterson would begin employment on Monday, March 29, 2010. <br />
