<br /> <br />RESOLUTION NO. 7591 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION APPROVING THE AMENDED AND RESTATED JOINT POWERS <br />AGREEMENT FOR A COALITION OF METROPOLITAN COMMUNITIES <br /> <br /> <br />WHEREAS, the City Council entered into a joint powers agreement with other north <br />metro communities in the 1980s to form a coalition, to be named the “North Metro Mayors <br />Association” for the express purposes of jointly promoting transportation and economic <br />development and to assist in providing government services and conducting government <br />functions effectively and efficiently; and, <br /> <br />WHEREAS, the North Metro Mayors Association (NMMA) has researched and <br />analyzed the purchasing patterns of its member cities; and, <br /> <br /> WHEREAS, the purchasing analysis suggests that the cumulative purchasing power <br />of the NMMA members can drive more competitive pricing, including areas that can be <br />negotiated to unit prices below those on state contracts; and, <br /> <br /> WHEREAS, the NMMA seeks to amend the original Joint Powers Agreement to <br />facilitate the implementation of a voluntary central purchasing program; and, <br /> <br /> WHEREAS, participation in the voluntary central purchasing program would not <br />impact the existing purchasing procedures and/or policies of the member cities. <br /> <br />NOW, THEREFORE BE IT RESOLVED THAT the City Council of the City of <br />Mounds View approves the amended changes to the Joint Powers Agreement with the <br />North Metro Mayors Association to allow for a voluntary central purchasing program of <br />goods and services with other members of the Coalition. <br /> <br />Adopted this 8th day of March, 2010. <br /> <br /> <br /> <br /> <br /> _______________________________ <br /> Joe Flaherty, Mayor <br /> <br />ATTEST: <br /> <br /> _______________________________ <br />James Ericson, Clerk - Administrator <br /> <br />(seal) <br /> <br />
