City staff is requesting Council approve the hire of Don Burda as 1 <br />a seasonal part-time building inspector for 2010, subject to the terms and conditions within the 2 <br />resolution. 3 <br /> 4 <br />Council Member Stigney questioned if the permit fees would cover the expense of Mr. Burda’s 5 <br />part-time salary. Finance Director Beer indicated the permit and license fees would cover his 6 <br />wages. Community Development Director Roberts understood that the Council was not 7 <br />interested in overspending on this part-time position and that permit and license fees would be 8 <br />used to cover this expense. 9 <br /> 10 <br />Council Member Stigney asked if separate language should be written into the Resolution 11 <br />regarding this matter. Clerk-Administrator Ericson felt this was not necessary as staff understood 12 <br />if no permits were coming into the City, there would not be a need for Mr. Burda’s inspection 13 <br />services. 14 <br /> 15 <br />MOTION/SECOND: Stigney/Hull. To Waive the Reading and Adopt Resolution 7620, 16 <br />Approving the Hire of Don Burda as Part-Time Seasonal Building Inspector in the Community 17 <br />Development Department. 18 <br /> 19 <br />Mayor Flaherty indicated he saw the hire as temporary for 2010 and expenses would be covered 20 <br />by the permit and license fees, which would not impact the City’s budget. The Council would 21 <br />then be able to evaluate the position again in 2011. 22 <br /> 23 <br />Council Member Mueller stated Mr. Burda was familiar with the City, was fully licensed and 24 <br />understands the operations. She felt the increase in the hourly rate was justified due to the fact 25 <br />the City would not have to retrain and advertise for this position and therefore supported the hire. 26 <br /> 27 <br /> Ayes – 5 Nays – 0 Motion carried. 28 <br /> 29 <br />E. Resolution 7616, Revising Section 3.01 of the Mounds View Personnel 30 <br />Manual Pertaining to Compensation. 31 <br /> 32 <br />Assistant Clerk-Administrator Crane stated that Section 3.01 of the Personnel Policy governs 33 <br />salary compensation. On December 22, 2008, the Mounds View City Council approved a Salary 34 <br />Compensation Study, which was completed by Springsted. This approval implemented a 2% 35 <br />wage adjustment for job classifications below the market, effective January 1, 2009. The Salary 36 <br />Compensation Study completed by Springsted used comparable cities to Mounds View to define 37 <br />the market for each position. The City’s current Personnel Policy references “Stanton” as a 38 <br />means of defining the market. Since the Stanton Survey is no longer being published, the current 39 <br />policy is outdated. The Council discussed this in detail at the May work session. If the revised 40 <br />policy meets the City Council’s expectations, then Resolution 7616 will need to be approved 41 <br />allowing Staff to revise this section of the Personnel Manual. 42 <br /> 43 <br />Council Member Mueller expressed concern with the cost of living adjustment and felt the 44 <br />language should read, when deemed appropriate. 45
