Item No. 8.C. <br />Meeting Date: June 28, 2010 <br />Type of Business: Council Consent <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Mark Beer, Finance Director <br />Item Title/Subject: Resolution 7633 Approving a Joint Powers Agreement for <br />Development of the North East Metropolitan Area Municipal <br />Network, A Regional Broadband Network Collaborative <br /> <br /> <br />Background: <br />The City is a member of the Metro I-Net user’s group. This group was formed thru collaboration <br />with the City of Roseville for sharing Information Technology (IT) services. The purpose of the <br />group was to provide a forum for the users to discuss and receive information on the shared use <br />of the institutional network and other IT services. The group also has discussed ways in which <br />we could further share services to reduce IT costs. The group consists of 17 cities, 1 township, <br />and 2 service agencies. There are several other benefited agencies and groups. (NSCC, <br />NSAC, State of MN, County GIS, County Sheriff, County Library, and ISD 623) <br /> <br />Discussion: <br />The City Council discussed this JPA at the June 7, 2010 work session and Council direction <br />was to move forward with approving the JPA. This will formalize the Metro I-net Group. <br /> <br />The Metro I-Net group has been discussing how to formalize the group to better leverage the <br />size of the group. A sub-group studied other organizations that perform in a similar ways, to <br />develop a Joint Powers Agreement (JPA) and the attached JPA is a product of those other <br />organization’s agreements. This would be similar in nature to our JPA with the Ramsey County <br />GIS users group. The draft document has been reviewed by the North Saint Paul City Attorney <br />and the Roseville City Attorney. <br /> <br />By formalizing the group, it will provide a governance structure that will give the sponsoring <br />entities more control over the activities and shared costs of the group. If the Council does not <br />wish to be a member of the JPA there are provisions that would allow the City to be a customer <br />but not a voting member. <br /> <br />Recommendation: <br />Resolution 7633 is attached along with the Joint Powers Agreement for Council approval. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br /> <br />Mark Beer
