Mounds View City Council June 14, 2010 <br />Regular Meeting Page 3 <br /> <br />Council Member Mueller thanked staff for the pictures and diagrams that were provided. She 1 <br />suggested the neighbor at 5141 Irondale Road be contacted to take on an infiltration basin. 2 <br /> 3 <br />Mr. Bergstrom felt this would make the most sense. 4 <br /> 5 <br />Public Works Director DeBar reviewed the locations of the catch basins along the roadway 6 <br />noting the basin next to Mr. Bergstrom’s property would catch the water from Woodale. 7 <br /> 8 <br />Council Member Mueller stated the homeowner clearly has water issues on his property and 9 <br />adding more water to the area is a concern. She felt the site had a hardship and suggested that 10 <br />staff find another location for the for the proposed infiltration basin. 11 <br /> 12 <br />Public Works Director DeBar stated the basin could be narrowed to match the size of the basin 13 <br />proposed at 5109 Irondale Road. 14 <br /> 15 <br />Mayor Flaherty stated the City would be trying to direct water away from Mr. Bergstrom’s 16 <br />property with the catch basin and new infiltration basin. No additional water would be going 17 <br />onto the site. 18 <br /> 19 <br />Mr. Bergstrom felt all of the water from the north would now be directed towards his property to 20 <br />flow to the infiltration basin. 21 <br /> 22 <br />Mayor Flaherty questioned the Council on how to proceed with this issue. 23 <br /> 24 <br />Council Member Stigney stated the Council directed staff to review to the type of mitigation 25 <br />basin and provide this information back to the Council. 26 <br /> 27 <br />Council Member Hull indicated he would be in favor of moving the basin further to the south as 28 <br />the site does have water issues. 29 <br /> 30 <br />Council Member Gunn noted the catch basin would assist with guiding water to the proper 31 <br />location along with the new curb and gutter. Additional infiltration basins up the street would 32 <br />assist with the water concerns as well. 33 <br /> 34 <br />Mr. Bergstrom stated he was not concerned about water from the street coming into his yard 35 <br />causing additional flooding. At present, the rainwater and water draining from neighboring 36 <br />properties was enough to flood his basement. Additional water from the infiltration basin just 37 <br />adds to an already tough situation. 38 <br /> 39 <br />Mr. Rhein stated the watershed district has changed the calculations and the City was currently 40 <br />behind on the number of basins at this time and would have to make up a portion in the coming 41 <br />years street improvement projects. 42 <br /> 43 <br />Mr. Bergstrom indicated he wanted to voice his concerns to protect his property. He was not 44 <br />looking to stop the project but wanted to have the basin moved to the south. 45
