Mounds View City Council June 14, 2010 <br />Regular Meeting Page 10 <br /> <br />County Highway 10. 1 <br /> 2 <br /> Ayes – 5 Nays – 0 Motion carried. 3 <br /> 4 <br />H. 7:40 pm Public Hearing, Resolution 7631, a Resolution to Consider an Off 5 <br />Sale 3.2 Malt Liquor License for SuperAmerica located at 2640 County Road 6 <br />I. 7 <br /> 8 <br />Assistant Clerk-Administrator Crane stated that this item is in accordance with Chapter 503 of 9 <br />the Mounds View City Code, a public hearing is required for all liquor license renewals. The 10 <br />City issued an Off-Sale 3.2 Malt Liquor License for SuperAmerica in June of 2009. 11 <br />SuperAmerica’s license will expire on June 30, 2010. SuperAmerica has submitted the city 12 <br />liquor license application materials and the applicable fees. The Mounds View Police 13 <br />Department has issued a satisfactory report for SuperAmerica. Staff has received a satisfactory 14 <br />background check on the owner of SuperAmerica from the Minnesota Bureau of Criminal 15 <br />Apprehension (BCA). The Finance Department has issued a satisfactory report for 16 <br />SuperAmerica. The City’s Fire Marshal has issued a satisfactory report for SuperAmerica. 17 <br /> 18 <br />Assistant Clerk-Administrator Crane recommended the City Council open the Public Hearing for 19 <br />Public Comment, and approval of the license. The time period for this license will be July 1, 20 <br />2010 to June 30, 2011. 21 <br /> 22 <br />Mayor Flaherty opened the public hearing at 8:38 p.m. 23 <br /> 24 <br />Kevin Kennedy, district manager with SuperAmerica, stated he was present if the Council had 25 <br />any questions or comments. 26 <br /> 27 <br />Council Member Mueller asked if SuperAmerica had a reward program for employees to assist in 28 <br />passing the compliance checks. Mr. Kennedy stated SuperAmerica offered comprehensive 29 <br />computer training programs to all employees before they were allowed to operate a register. 30 <br />Additional training is offered on a yearly basis and any failure within a store requires that all 31 <br />employees at that location be retrained. 32 <br /> 33 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 8:40 p.m. 34 <br /> 35 <br />MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Adopt Resolution 7631, 36 <br />Approving an Off-Sale 3.2 Malt Liquor License for SuperAmerica located at 2640 County Road 37 <br />I. 38 <br /> 39 <br /> Ayes – 5 Nays – 0 Motion carried. 40 <br /> 41 <br />I. Second Reading and Adoption of Ordinance 845, a Zoning Code Amendment 42 <br />to Chapter 1112, B-1 Neighborhood Business District, adding Thrift Store 43 <br />and other additional permitted uses. 44 <br /> 45
