<br />Item No: 08C <br />Meeting Date: Nov 8, 2010 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 7699 Approving a Two-Year Labor Agreement <br />with American Federation of State, County and Municipal <br />Employees, Council 5, Local 2686 <br /> <br />Introduction: <br /> The City and AFSCME Council No. 5, Local 2686, began negotiations for the 2010-2011 <br />labor agreement in May of 2009. The two parties eventually reached an impasse in <br />negotiations and scheduled a mediation session. The mediation did not result in a settled <br />contract and no further negotiation occurred until the LELS Local 204 arbitration ruling was <br />released in September 2010. Subsequent to the patrol officer arbitration ruling, AFSCME <br />representatives agreed to settle the two-year contract with no wage increases subject to <br />retroactive adjustment of health care premium contributions. <br /> <br />Discussion: <br /> <br />The City had previously offered AFSCME members a monthly contribution of $842.22 for <br />insurance premiums. The arbitrator for the patrol officers’ union ruled that the City’s <br />contribution (for that group) should be $867.33 per month per employee. In an effort to <br />maintain internal consistency and equity among employees and bargaining groups, the City <br />Council was amenable to the retroactive adjustment for AFSCME members as well. Other <br />proposed changes to the contract would address the problem with holidays on weekends. <br />AFSCME and City representatives agreed on language that would provide floating holidays <br />for when Christmas Eve and New Year’s Eve fall on a weekend. (The language is <br />consistent with what is written in the City’s Personnel Manual.) Another change would <br />increase the comp time balance to a maximum of 60 hours. <br /> The final stipulation to a mutually agreeable contract relates to the implementation of the <br />amended wage and step progression approved by the City Council in May of 2010, which <br />introduced a “half-step” at six months rather than a full step. In return for accepting the <br />revised step progression, the recently hired Public Service Officer (PSO) would be <br />compensated under the previous step progression, whereby the PSO would be eligible for <br />a full step increase to Step 2 at six months, with an increase to Step 3 after one year. <br /> <br />Contract Summary: <br /> <br />• Wages: No increase in wages 2010 or 2011 <br />• Insurance Contribution $867.33, retroactive to Jan 1, 2010 <br />• Uniform Reimbursement No Increase 2010 or 2011 <br />• Comp Time Balance Increase max accumulated balance to 60 hours <br />• Term Two years, Jan 1, 2010 through Dec 31, 2011 <br />• Holidays Language clarified to address holidays on weekends
