<br />Item No: 7C <br />Meeting Date: December 13, 2010 <br />Type of Business: Council Business <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Promotion of Benjamin Zender to the Position of Police <br />Sergeant <br /> <br />Discussion: <br /> <br />On July 30, 2010, Sgt Mike Kampa retired as a police sergeant for the Mounds View Police <br />Department. This created a vacancy for this position and the city council and police civil <br />service commission both approved the process to fill this vacant supervisory position from <br />internal candidates. On October 11, 2010, the Police Civil Service Commission approved <br />the promotional process to fill the sergeant position from internal candidates. The following <br />procedures were followed: <br /> <br />• The position was posted for internal candidates with five years experience with the <br />Mounds View Police Department. Five internal candidates applied for the position. <br />• Three steps were followed for the process of assessing the candidates. The steps <br />were: <br /> <br />1. A review of the candidate’s resume and letter of interest. Conducted and <br />scored by the Chief of Police and Assistant City Administrator. <br /> <br />2. Promotability index. A score based on an index of: past performance, <br />commitment to departmental management philosophy, integrity, dedication <br />and conscientiousness, writing skills, concern for fellow employees, <br />communication skills, and effectiveness in dealing with the public. The Police <br />Chief completed this portion of the scoring. <br /> <br />3. Oral Interview. Conducted by a panel of interviewers from outside the <br />department. The panel consisted of a Captain with the White Bear Lake <br />Police Department, a Commander with the Ramsey County Sheriff’s <br />Department and a Detective Sergeant with the Roseville Police Department. <br />The panel members scored the interview. <br /> <br />A meeting of the Police Civil Service Commission was held on December 2, 2010. Based <br />upon the scores of the applicants, the Commission certified the top five candidates for the <br />position. <br /> <br />The top scoring candidate on that list was Officer Benjamin Zender. The Police Chief has <br />met with Officer Zender and recommends he be promoted to the position of police <br />sergeant. <br /> <br /> <br /> <br />
