Mounds View City Council November 22, 2010 <br />Regular Meeting Page 5 <br /> <br />Mayor Flaherty stated the applicant has not shown any hardship, but suggested he speak further 1 <br />with his neighbor to see if they were willing to assume half of the infiltration basin. Public 2 <br />Works Director DeBar did not oppose this suggestion but stated time is of the essence as plans 3 <br />were being drafted by Bonestroo. City Administrator Ericson suggested that staff hold off 4 <br />contacting the neighbor until the feasibility of this option is determined. 5 <br /> 6 <br />Public Works Director DeBar stated the second appeal was submitted by the owner of Sands 7 <br />Apartments at 5440 Jackson Drive. Two infiltration basins were planned for this parcel and the 8 <br />applicant expressed concern with the area becoming a stormwater “hot spot” as the area has 9 <br />flooded in the past. Staff explained this was not a valid claim. 10 <br /> 11 <br />Public Works Director DeBar indicated the second claim was that the basins were not properly 12 <br />spaced. However, the infiltration basins were spread properly along the roadway and sized by 13 <br />the consultants based on specific regulations. He ensured that the slope would be proper while 14 <br />maintaining a natural look in the right-of-way. 15 <br /> 16 <br />Mayor Flaherty questioned if the slope in this area would be a concern. Public Works Director 17 <br />DeBar indicated the basin would have to be properly sloped or built up on the back slope to 18 <br />assure there was no ponding of water runoff. This would direct the water back into the street and 19 <br />away from the property. 20 <br /> 21 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 7702, 22 <br />Denying SIP Appeals and Approving the Proposed Locations of Stormwater Infiltration Basins in 23 <br />Area D of the Street and Utility Improvement Program. 24 <br /> 25 <br />Mayor Flaherty thanked the Streets and Utility Committee for diligently discussing these issues 26 <br />and for their recommendations to Council. 27 <br /> 28 <br /> Ayes – 5 Nays – 0 Motion carried. 29 <br /> 30 <br />E. Resolution 7703, Approving Service Agreements with Trane US, Inc. and 31 <br />Architect Mechanical, Inc. for HVAC System Maintenance of City Facilities. 32 <br /> 33 <br />Public Works Director DeBar explained the City owns 13 buildings that have an HVAC unit. 34 <br />Seven of these buildings have simple units; three buildings had more sophisticated units. The 35 <br />remaining three buildings are buildings with multiple units. He indicated the maintenance 36 <br />contract with Trane has expired. He reviewed that proper maintenance of these systems could 37 <br />reduce the City’s expenses in the long term. The maintenance agreement would provide 38 <br />quarterly inspections of each unit. 39 <br /> 40 <br />Public Works Director DeBar reviewed three quotes received for HVAC system maintenance 41 <br />throughout the City. The City has been pleased with Trane’s performance in the past and 42 <br />recommended the Council approve a service agreement with Trane and Architect Mechanical for 43 <br />the HVAC system maintenance of City facilities. If approved, the contractors would visit the 44 <br />City in December to prepare the units for winter. 45
