ithin a traffic stream, generally in terms of such service measures as:

• Comfort and convenience
For planning purposes, designers use a generalized ADT threshold for roadways. Table 23 below
shows the generalized ADT volume thresholds for a roadway type and number of lanes in terms of
level of service. Level of service (LOS) is a qualitative measure describing operational conditions
w
• Speed and travel time
• Freedom to maneuver
• Traffic interruption
1 ADT Volumes above the LOS E maximum threshold would be considered LOS F.
2 LOS D is usually the lowest acceptable LOS allowed by most agencies within the metro area.
3 Also considered the planning capacity for a 3-lane roadway (one through lane in each direction with a center, two-way
left turn lane) without or with a right turn lane.
4 Also considered the planning capacity for a 5-lane roadway (two through lanes in each direction with a center, two-
way left turn lane) without or with a right turn lane.
• Approximate values based upon several assumptions such as capacity assumptions per lane, directional
orientation, peak hour percentages, and ¼ mile signal spacing.

Figure 17 on page 6-22 shows the roadway network and general lane configurations as they were
applied to Table 23 to obtain LOS estimates. Figure 18 on page 6-23 shows the planning LOS values
per road segment based on existing traffic volumes. As shown in that figure, the City expects mo
the road segments to operate at LOS C or better. There is a segment of County Road J to the east of
US Highway 10 that is expected to operate at LOS D. Also, portions of County Road H are operating
at lower levels of service. The segment of County Road H between Long Lake Road and Edgewood
Drive is operating at LOS D. The segment of County Road H between Edgewood Drive and Old
Highway 8 operates at LOS E. The segment of County Road H between Old Highway 8 and County
st of
ighway 10 operates at LOS F. H
