2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 6: Transportation <br />Future Traffic Volume Forecast <br /> <br />Traffic volumes on County Highway 10 have dropped in recent years due to the connection of <br />Highway 610 to Highway 10 in Coon Rapids. According to the Metropolitan Council, traffic levels <br />on County Highway 10 are expected to build back up to 1997 levels by 2020. MnDOT projections <br />indicate that County Highway 10 traffic volumes in 2020 would exceed 1997 levels. Because Mounds <br />View is fully developed, the City expects traffic levels on local streets to remain relatively stable. <br /> <br />The Metropolitan Council supplied 2030 average daily traffic projections based upon the TAZ growth <br />projections as shown in Table 20 on page 6-16. The projected 2030 average daily traffic volumes are <br />shown in Figure 19 on page 6-25. <br /> <br />The City should use the traffic projections shown on Figure 19 on page 6-25 as a planning tool to help <br />assess the ability of a roadway to accommodate future volumes. In addition to the number of lanes <br />provided, the daily capacity of any individual roadway is based upon many factors including: <br /> <br />• Number of access points per mile <br />• Number of signalized intersections per mile <br />• Percentage of truck traffic <br />• Physical grade of the roadways <br /> <br />Table 23 on page 6-21 was again used to determine the planning LOS for the roadway segments using <br />the projected 2030 ADT’s. Figure 20 on page 6-26 shows the planning LOS results for road segments <br />in Mounds View. As shown in that figure, most of the road segments are expected to operate at LOS <br />C or better. The entire segment of County Highway 10 that runs through Mounds View operates at a <br />LOS D. There is a segment of County Road J to the east of US Highway 10 that is expected to <br />operate at LOS D. Portions of County Road H that are operating at lower levels of service as well. <br />The segment of County Road H between Silver Lake Road and Edgewood Drive is operating at LOS <br />D. The segment of County Road H between Edgewood Drive and Old US Highway 8 operates at <br />LOS E. The segment of County Road H between Old US Highway 8 and County Highway 10 <br />operates at LOS F. <br /> <br /> <br />6-24
