2008 Mounds View Comprehensive Plan
________________________________________________________________________

Chapter 6: Transportation 6-34

The Metropolitan Council Transit Organization (MCTO), the major transit service provider in the
Twin Cities area, provides transit services in the City. Mounds View is within the Metropolitan
Transit Taxing District, Market Area III. Service options for Market Area III include:

• Peak-only express routes
• Small vehicle circulators
• Midday circulators
• Special needs paratransit (ADA, seniors)
• Ridesharing

Figure 23 on page 6-35 shows the current bus routes serving Mounds View. There are express routes
to downtown St. Paul and Minneapolis and two regular bus routes that serve Mounds View. In
addition to the fixed route bus service, MCTO operates the Metro Mobility program that provides
door-to-door transportation service for people with disabilities. MCTO also provides other services
through the Metro Commuter program. The Metro Commuter program provides such services as ride
matching, preferential parking for van or carpools, guaranteed ride programs, park and ride lots and
other services. The City is expecting MCTO to continue to provide mass transit, Metro Mobility, and
Metro Commuter services in the future.

Mounds View supports affordable reliable public transit as a viable alternative to the personal motor
vehicle. The City will cooperate with MCTO and other agencies responsible for providing public
transit services in the area.

There is an existing park-and-ride lot located at the County Road H and I-35W interchange area, and a
leased impermanent location at the Mermaid Entertainment Center. The park-and-ride facility on
County Road H is planned for expansion in anticipation of the development of the TCAAP site in
Arden Hills.

Transit
