2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br />Chapter 2: Community Background <br />History <br /> <br />Mounds View is located in the northwest corner of Ramsey County next to Anoka County. The <br />cities of Arden Hills, Shoreview, North Oaks, New Brighton and Mounds View, as well as portions <br />of Spring Lake Park, St. Anthony Park and Blaine, were all part of the original Mounds View <br />Township. The Township held their first elections in May of 1858. The original township was <br />23,040 acres in size and got its name because of the mounds of sand and gravel that were visible <br />from almost anywhere in the township and from much of Anoka County. Many of these mounds <br />have disappeared over time due to sand and gravel mining and due to the development of the Twin <br />Cities Army Ammunition Plant in Arden Hills. <br /> <br />In 1891, New Brighton became the first village in the township <br />to incorporate. The rest of the township remained intact until <br />1951 when Arden Hills incorporated, followed by North Oaks <br />in 1956 and Shoreview in 1957. Also in 1957, small portions of <br />the township were annexed by Spring Lake Park, Blaine and St. <br />Anthony. The remaining four square miles of the township <br />originally sought to become part of New Brighton but was <br />turned down. This denial led to the incorporation of the Village <br />of Mounds View on April 2, 1958. The Village of Mounds <br />View had a population of 5,738 at the time of incorporation. In <br />accordance with state law, the Village of Mounds View became <br />the City of Mounds View on January 1, 1974. <br />City of Mounds View <br />Celebrates <br />50 Years <br /> <br />The Village established the first Planning Commission in 1959 and completed the first <br />Comprehensive Plan for Mounds View in that year. The City adopted a revised comprehensive plan <br />in 1976 in accordance with the Metropolitan Land Planning Act passed by the Minnesota legislature <br />. Mounds View adopted the current plan in 2000. <br /> <br />Currently <br /> <br />Mounds View is a developed city. All transportation systems and infrastructure are in place, and <br />there is very little developable vacant land. The City’s primary land use focus is now redevelopment <br />along the County Highway 10 corridor and maintaining the aging housing stock. The importance of <br />providing various housing options for residents to be able to stay in Mounds View is something that <br />has become apparent to the City. Factors influencing this need include the increasing median age of <br />residents and families and senior citizens moving to cities that have more housing options available <br />(including larger “move-up” homes or senior housing). <br /> <br /> <br />2-2
