2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 4: Housing <br /> <br /> <br />4-20 <br />Metropolitan Livable Communities Act Program <br /> <br />The Metropolitan Council has implemented several housing programs to ensure that life cycle and <br />affordable housing opportunities are available in the region. The Livable Communities Act (LCA) is <br />a voluntary, incentive-based approach to help the metropolitan area address affordable and life cycle <br />housing needs while providing funds to cities to help them in carrying out their development plans. <br />The City participates in this program and has adopted affordable and life cycle housing goals and <br />continues to meet the required expenditures for local housing programs. <br /> <br />Mounds View participates in the Metropolitan Livable Communities Act Local Housing Incentives <br />Program. To carry out the principles of this program, the City agrees to use the benchmark <br />indicators for cities of similar location and stage of development as affordable and life-cycle housing <br />goals for the period to 2020. The City will make its best efforts, given market conditions and <br />resource availability, to maintain an index within benchmark ranges for affordability, life-cycle and <br />density. Mounds View has met or exceeded all housing goals set by the Metropolitan Council to <br />date. <br /> <br />It is a goal of Mounds View to maintain its housing stock within these benchmarks while attempting <br />to improve the overall housing quality of the City. With an aging housing stock, lower valued <br />homes, and lower income families, the City will need to continue to address substandard housing. It <br />is the goal of Mounds View to continue addressing housing and property maintenance issues before <br />they become a bigger problem. The City had designated many of the homes that the owners <br />demolished in recent years as substandard buildings. <br /> <br />Mounds View expects additional senior housing units to be constructed in the City. There are <br />redevelopment areas that the City has designated for mixed-use development that developers and the <br />City could consider for higher density housing. <br />
